A storm accelerates a process that the coastal environment has already been driving for years. Why coastal concrete fails faster
Salt-laden air, humidity, and storm-driven water are a corrosive combination. Salt penetrates concrete over time and reaches the embedded rebar. Once the steel begins to rust, it expands, and that expansion cracks the concrete from the inside out. Hurricanes speed this up by forcing water deep into existing cracks and joints, especially on balconies, walkways, and exposed structural edges that take the brunt of wind-driven rain.
Repair versus restore
Not every cracked surface needs a full restoration, and not every smooth surface is sound. The decision comes down to how deep the damage goes:
- Surface-level cracking with no exposed steel may be a sealing and coating repair.
- Spalling that exposes rusted rebar requires removing the damaged concrete, treating or replacing the steel, and rebuilding the section properly.
- Widespread spalling, delamination, or movement is a structural issue that needs an engineer’s assessment before any cosmetic fix.
The expensive mistake is patching over corroding rebar. The rust keeps spreading under the patch, and the repair fails within a season or two. Proper concrete restoration addresses the steel, not just the surface.
How this connects to Florida structural rules
For condominium associations, concrete condition is now tied to law. Florida’s Milestone Inspection and Structural Integrity Reserve Study requirements apply to condo and cooperative buildings three stories and taller, and concrete, waterproofing, and structural elements are central to what those inspections cover. For many boards, restoring deteriorated concrete is no longer an optional maintenance item. It is part of a documented structural obligation with deadlines. What to do after a storm
- Document visible spalling, cracking, and any exposed rebar with dated photos before any cleanup, for insurance and your records.
- Restrict access to any balcony or walkway with significant damage until it is assessed.
- Get a licensed contractor, and an engineer where structure is involved, to evaluate the extent before approving repairs.
- Address the steel and waterproofing together, so the restored concrete is protected against the next season.
